Job description

OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Data Analyst  to work with our federal client.

Day to day responsibilities include: - Optimize business rules for the eVetting process (such as Tier 3 initial and preliminary investigations) to safely increase automated pass rates and reduce manual reviews, supporting Trusted Workforce 2.0 objectives. - Analyze investigation and adjudication data, as well as rule test results, to identify bottlenecks in current automated systems. - Conduct comprehensive quantitative, qualitative, and Natural Language Processing (NLP) analysis on unclassified, PII-free data to find the root causes of low automated pass rates. - Interview personnel performing manual interim determinations to understand decision-making processes and capture qualitative operational insights. - Develop actionable written recommendations to modify eVetting business rules to improve efficiency without compromising security standards. - Perform trending analysis to identify shifts in adjudication policy and evaluate the significance of specific data fields (e.g., "Easy Label"). - Recommend opportunities for data enrichment by integrating additional data sources, such as final adjudication outcomes or mitigating applicant information. - Investigate the use of advanced analytical techniques to create predictive and prescriptive insights, including predictive risk models and network analysis to visualize connections. - Communicate, coordinate, collaborate, and liaise with user representatives, program sponsors, mission partners, and other client elements.

Requirements - Citizenship: Must be a U.S. Person/Citizen. - Education: A Bachelor’s degree in Data Science, Statistics, Computer Science, Operations Research, or a related field is required. - Experience: At least five (5) years of progressive experience in data analysis. - Technical Skills: Demonstrated expertise in quantitative, qualitative, and Natural Language Processing (NLP) techniques. Familiarity with predictive risk modeling and network analysis is highly desired. - Clearance Requirements: Must possess and maintain a Secret security clearance/eligibility (favorably adjudicated T3 or T3R), though the day-to-day analytical work will be performed on unclassified data containing no Personally Identifiable Information (PII).

Salary Range: $90,000- $120,000 yearly commensurate with experience, education, etc.
