Job Description:
This position will support the Healthcare Integrated General Ledger Account System (HIGLAS) program with the Centers for Medicare and Medicaid Services (CMS), as part of the Application Configuration team. Reporting to the DevOps Engineer Principal, the Senior Oracle App lications DevOps Engineer will serve as a technical SME for release automation and orchestration across a broad Oracle-centric technology stack, helping to advance the program's migration to a mat ure DevSecOps culture.
This role requires a candidate with hands-on Oracle development experience who will personally build and maintain automated deployment pipelines for a heavily Oracle-based technology stack. The ideal candidate has built and maintained code within Oracle EBS environments ( PL/SQL, Oracle Forms/Reports, OAF, Workflow ) and uses that background to design and build pipelines that correctly handle the packaging, dependency, and promotion logic .
Key Responsibilities:
Deployment Automation Across the Oracle Stack - Design and build automated deployment pipelines within a n Oracle environment , understanding the packaging, dependency, and promotion requirements , translating that into repeatable, pipeline-driven deployment steps - Partner with application teams (Oracle EBS, BI/reporting, identity, integration, etc.) to support their development and deployment processes. - Serve as the deployment/release SME who bridges gaps between siloed application teams and a unified, automated release process
Deployment & Environment Operations - Develop automation of environment cloning, synchronization, and refresh activities across the full technology footprint - Establish and enforce standardized, auditable deployment processes; maintain supporting documentation and train team members as needed - Provide technical support for emergency changes and off-hours deployment activities & toolset support - Lead the automation of code migration from development through production, for both applications and infrastructure
DevSecOps Strategy & Maturity - Contribute to a forward looking DevSecOps roadmap, aligned with enterprise architecture and security strategy - Help drive continuous improvement of the DevSecOps mindset, toolchain, and process maturity across the program - Provide technical expertise and coaching as teams migrate from legacy deployment processes to a modern, pipeline-based structure - Partner with Security to embed controls, scanning, and compliance checks directly into pipelines without introducing friction - Ensure traceability, auditability, and policy enforcement are built into every pipeline
Release Engineering Toolchain - Administer and optimize FlexDeploy , including pipeline design, release orchestration, and automation enhancements across all supported technology layers - Administer and enhance GitLab, including repository automation, standardization, and branching strategy (merge controls, conflict detection, and remediation) - Continuously expand automation coverage to reduce manual touchpoints and shorten cycle time - Govern the tool chain to ensure ongoing compliance with program and policy requirements
Measurable Results & Reporting - Define 3–5 execution-level KPIs that provide developers visibility into pipeline health and enable early identification of anomalies within release automation processes - Communicate progress with clear, data-backed reporting
Required Qualifications : - Bachelor's degree in Computer Science , Software Engineering, Information Systems, or related field or equivalent hands-on experience in similar business critical, large-scale application environments. - 5 + years of hands-on Oracle development experience (e.g., PL/SQL, Oracle Forms/Reports, Oracle Application Framework, Workflow) within an Oracle EBS or comparable large-scale Oracle application environment, plus - Release automation: FlexDeploy (or comparable enterprise release orchestration tooling) - Version control: GitLab, including branching/merging strategy design and automation trigger configuration - CI/CD tooling: Jenkins, GitLab CI - Configuration management/automation: Ansible, Shell scripting - Cloud integration: Oracle Cloud Integration (or comparable) - Technology Landscape: Direct experience and working knowledge of the packaging, dependency, and promotion requirements for : BI Publisher, Connect Direct, Database Deployments , ODI, OHS, Oracle SOA Suite, OSB, BR100 documentation/deployment and WebLogic - Experience with environment cloning, configuration management and release governance at scale across multi-layer Oracle application stacks - Demonstrated ability to apply real Oracle development experience toward automating build/deploy processes for applications and layers outside one's own direct coding background - Excellent written and verbal communication skills — this role requires close coordination with multiple application teams who own each technology layer - Strong problem-solving and troubleshooting ability - Participation in after-hours and weekend support as part of an on-call rotation, providing support for deployment activities and tool support.
Preferred Qualifications : - Experience integrating AI-driven capabilities into automation toolchains or release workflows. - W orking knowledge of the packaging, dependency, and promotion requirements for or direct experience with: OID, OAM, OIM, IBM ACE, IBM CMOD, IBM ITX, Incorta , OBIEE (OAS), Hyperion, Tableau, and Oracle Letters . - Background in regulated or highly controlled environments. - Familiarity with compliance frameworks and audit support processes. - Strong understanding of continuous testing principles, including test automation, configuration, and orchestration of test activities, specifically UFT/QPT ( MicroFocus Unified Functional Testing) or similar products - Familiarity with Agile and ITIL practices, including tools such as ServiceNow - ITIL Foundation certification v3 or higher.

The likely salary range for this position is $98,600 - $133,400. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
